I am new to Force and Destiny, and I have a question regarding Ataru Technique (I hope that is the right term in english: the ability in the second row, second from the right). How exactly does it work?

Do I have to roll each round to use Cunning instead of Brawn?

That Talent allows you to use Agility in place of Brawn for the Lightsaber skill. No roll required.
