In tournaments each player definitely requires their own Damage Deck. For casual play there's no problem sharing if one player doesn't have a Starter Set yet.
As mentioned it is when you get into tournament play that it is important to have your own damage deck. I'd tell you this is mostly to keep book keeping easy and so you don't have to worry about sorting out components when you are done. It also helps make sure you have enough damage cards to cover most possibilities.
If you're playing at home there shouldn't be any issues using one damage deck between both players. The unknown cards are still unknown (barring ISYTDS) so if you draw a card it really doesn't matter how many are in the deck or have been taken out already.
