All the bomb tokens that detonate on overlap (colloquially referred to as "mines") work that way.
It's important to note that in the specific case of the Conner Net, if the ship that gets insta-netted has already activated this turn, it won't wind up skipping any Perform Action steps (this round's has already happened, and the effect doesn't hang around), but it will be ionized next round.
If the ship that gets insta-netted hasn't already activated this round, it does skip this round's Perform Action step, but it will still execute its assigned maneuver, because it wasn't ionized yet when the dial was assigned. The ion tokens will stick around, though, and the ship will not get a dial next round.
