In the rules it says an investigator can take 2 actions, does this mean that when fighting a monster in the same space you attack twice if you did not need to move?

You can, but you don't have to.
Yes, at your option.
The "move action" is, in strictly technical terms, the procedure in which you trade an action point for two movement points, which you can use whenever during your investigator's turn. If you attempt to 'move' while standing there, you must resolv an evasion (same goes for any other action than attack). Apply any effects the resolving dialogue tells you to. That may include forfeiting your action, which means you didn't get your movement points.
The fight action is selecting to attack a monster, using any of the options offered by the app, and resolving the following dialogue.
You have 2 action points per investigator/turn. So, if we unroll these principles into a definitive list of possibilities, you can do any of these while standing in the same space as a monster:
-Attack two times
-Attack one time and attempt another action (resolved via evade) once.
-Attempt an action other than attack (again via evade) twice.
-Attempt two different actions ( --||--) other than attack.

To my rather convoluted previous post, i should probably add that, according to p.10, under "forfeit", "-If an investigator forfeits his action while moving, he loses any remaining movement and does not leave his space." Just to clarify that movement points can also be forfeit.
