I've got a 4 ship list for Hoth with a PS 9,8,7,and 4... I can't decided whether to stay at a 97 and get the bid at 3 (as it seems like my top 3 will all see a fair amount of ties), or buy a Hyperwave Comm Scanner, keep my bid at 98, and gain a little extra retribution if a Han or Upsilon decides to make a push at a first turn fire fight. Thoughts?

Well the list is going to drop into 1 of about a dozen combinations using about 5 different ships and a dozen pilots. My question isn't about the minutiae of my list, it's whether a 9 8 7 list should worry more about the bid or a falcon/shuttle pounce.
