this isn't SWCCG. And thank goodness because Episode One jacked up that card game but good. Allowing Darth Maul in his Infiltrator in the 'Scum and Villiany' deck was rather silly, but it did help out against space decks, especially Hidden Base.

But then the FAQ and finally the Blue Core changed it to as.

and if people are doing it outside a tournament, isn't that the point of casual? That they can do whatever both sides are ok with?

Yeah that rule has long been thrown out.
You still use it for the training scenarios you know. But for standard nope if points are equal roll off, and I call hits.

For the confused and uninformed like I was... on page 18 of the rule book:
When using squad building rules, the player with the lowest point total has the initiative. If the players’ squad point totals are equal, the Imperial player has the initiative (see “Initiative” on page 16).
On page 4 of the Tournament Regulations:
Players determine initiative. The player with the lowest squad point total decides which player has initiative. If both players are tied with the same squad point total, players must use a method to determine a player at random, such as tossing a coin. The winner decides who has initiative.
We use tournament regs on an occasion we are tied as we thought that was how to determine who chooses if they have initiative. Now I know what's in the rule book we'll be ignoring it, keeping calm and carrying on as we were (and I'm an Imperial player).
