CC Diplomat Tokens Question

I am looking for some clarification on the use of Diplomat Tokens in the Corellian Conflict campaign.

I think I understand how they work, but Diplomats have a slightly different wording in the rulebook than Spynet or Skilled Spacer tokens. This difference makes me wonder if I understand them correctly.

The Rules for Spynet tokens state: "At the end of the Battle Phase, any unused Spynet tokens are returned to the supply."

Skilled Spacers have the same clause, removing unused tokens at the end of the Battle Phase.

So both Spynet and Skilled Spacer tokens each turn are "use them or lose them".

Diplomats states: "At the end of the Strategy Phase, remove all Diplomat tokens from the map and return them to the supply." (I added the underline).

This "clean up" rule is a little different than the others, which brings up questions:

  • Do you have to place all of your Diplomatic tokens?
  • If not, then can you bank those Diplomat tokens you didn't use this turn for next turn?

My current guess is that you are required to use all your Diplomat tokens each turn, so they will all get pulled off the board each turn. This keeps players from hoarding them during early turns, to save until the later, more dangerous turns.

Any input?

The rules state that players alternate placing diplomat tokens on the map. It doesn't say they "can" or "may." The rules do use "can" for the other two token types. So no, I think technically you are required to place them (which is only going to be a benefit anyway) meaning they all get returned to supply at the end of the round.
