How long does it take for FFG to reply to rules questions? Also I might have missed it but i thought I saw a thread that had a list of official responses from FFG

It varies.
A lot.
Some people have gotten responses the next day, other times 3-4 months go by with no word until you contact them a second time, then they answer the first question.
So someone did put up a thread of "official responses" but it wasn't maintained.
I'm still maintaining it but it has been a while since I've seen FFG respond to any email questions. There was a flurry of responses right before the last FAQ.
Sometimes it also depends on whether or not a Wave has just been released. Questions often don't get answered at all until a FAQ is published a couple of weeks after the release of a Wave.

I think that Frank and Alex are being careful about e-mail responses now. Frank had an FAQ reverse a couple of his e-mails and I think they don't want to upset the player base by repeating that sort of merry-go-round of rulings.

I've actually noticed that Frank tends to answer the "easy" questions quite quickly, but anything that might be a clarification on RAI, he'll not answer anymore, and we have to wait for a FAQ release.

That doesn't happen any more frequently than the FAQ reversing the FAQ does. When a FAQ did end up disagreeing with the email it's usually because something had changed with the release of the FAQ making Frank's reply no longer valid.
I do remember seeing a statement by Frank around the time that Wave 9 released that they weren't going to answer questions that required any sort of insight into the rules beyond what anyone should be able to come up with on their own if you pointed them to the right block of rules.
It's a shame because I think the email responses were a great resource to have between FAQ releases. Simple rules questions generally get answered here within a few hours. The FFG X-Wing customer service page even suggests posting questions in this forum before submitting a question. It's the stuff that doesn't get answered here that needs to be submitted to FFG. Unfortunately, those are exactly the sort of questions it seems that they are no longer answering.

Sadly true. It seems after a new wave drops, we're still kept in the dark for what seems like ages, even though we've been discussing cards in question and rules interactions with them for months.
