If you are second player, you may discard up to two of your objectives before your opponent selects.

If you are first player, you may instead make your opponent choose from your three objectives.

(OR: If you are first player, you may choose from any or your or your opponent's objectives)

Explanation: As second player, thrawn's fleet may now optimize to table the opponent for a specific objective. As first player, his three objectives are there so he may force the opponent to play on his objectives, and his fleet may now optimize to fight his own expected scenarios as first player.

I love how great it could be with your own ships or the enemy ones. If he would affect only friendly or enemy he would be good too.
