At the start of the Combat Phase

Hello, this might sound like a silly question, but could someone explain ‘start of the Combat Phase’ to me? For instance as stated in Glitterstim. Do you you have to call it before all the attacking starts or does it depend on PS-order. For example, take a PS7 pilot with Stim and an attacking PS 9 pilot. Can I call and use Glitterstim at the start of the main? combat phase or do I have to wait until my ps 7 pilot activates to use Stim?
I fear my googlingskillzz are sub par and I can’t find a solid explanation on the webz so I turn to the FFG forum oracles for aid!

It means before combat begins, but after all ships have moved and performed their actions.

EDIT: Also after all abilities and triggers were handled that state "at the end of the activation phase"

You do this before any shooting starts. And if you opponent has things that trigger also "At start of combat phase" you do it in initiative for all your ships.
