Yes, because of the absence of the word "other" which would allow only ships around you to be ioned, however since there is no "other" on the card, you get included in the bubble

Yes, you are at Range 1 of yourself and Friendly to yourself, but you are not Other than yourself. Parse range-based effects accordingly.
