Do squadrons that are deployed via the Rapid Launch Bays upgrade card count as having moved?

Nope.

So for example if you place Mith next to enemy squads with RLB, his effect is not triggered because Mith is not permitted to move as part of that activation.

No, it does not count as a move. The squads are placed, so Mauler will not trigger. It is like placing the squads when you overlap with a ship.

Or if you deploy them with fighter ambush or hyperspace assault.
