During the Refit and Expand fleets can you buy a new Commander to replace your fleet commander? If so does the old commander go into the upgrade bank or trash?
CC-Fleet Commander question
I think you can't but it is true that I didn't see any against it in the refit and expand fleets part.
But I am sure the first you do is to choose a commander and THEN build your fleet. This is said in the CC book when you start a new campaign.
Also, the commander is the only "upgrade" you can't loose when a ship is destroyed.
I think we can intend that you can't buy new commanders. But CC is casual, do whatever you and your friends think that could be fun, thematic or fair.
As, Xindell makes clear in this post , even in the Campaign, your entire list is your fleet. Even upgrades that are set aside are part of your fleet.
Since the standard rules indicate that you can only have one Commander for your fleet, it means you are unable to purchase a new commander to replace your old one. The only way to get a new commander is to retire your fleet.
We scoured the rule book and honestly we are on the fence as either interpretation is correct. Like you said the commander is an upgrade "special upgrade" and in Refit Expand it specifically lists upgrades. In fleet building it says you choose your commander then build your fleet, which is not restrictive but could be intended. We have found quite a few holes in the CC camp book. Would be nice if FFG would kick it in high gear and get an FAQ out. Even though it is casual, even us filthy casuals like a clear rule set.

In the rule book it says the only way to change commanders is to retire your old fleet.
Take a look at Green's house rule thread in the main forum, he has a rule for upgrades. The nice thing about being casual is your group can house rule if you feel it necessary.

It's in page 13 under the Retire The Fleet.
It doesn't say that is the only way, but one can reach that conclusion because there is indication that you can take out an upgrade from a ship but not eliminating it, and as long as there is a commander in your fleet, per the standard RRG from Armada you cannot have another one.
