Is there one set up or would I need permission to do so?

There is no PbP forum on this site, and unless you work for FFG I doubt you could set one up on their board since this site is owned and operated by FFG. If you want your own forum you'll have to go to an external site, of which there are several: rpol.net, roll20, d20radio, nemeses.freeforums.org (which I admin), just to name a few off the top of my head.
The GMs who run games here on FFG's site do so in this (EotE) forum or in the AoR or FaD forums, depending on the slant of their games. There are quite a few PbP games being run here. What there isn't, as best I can tell, is a central "clearinghouse" post tracking which games here at FFG have openings, nor descriptions for each game. Some external forums do have such (rpol, my own site, a few others).

I've never seen anyone run into trouble for running PbP games, either on these forums or elsewhere. I think you're in the clear.
Hosting a game is not only not a copyright violation (as it's considered "fair use"), but FFG has no problems with it. If they did have a problem with it games wouldn't have been hosted externally as they have been for years. The Compiled Resources List sticky post in this forum actually lists external PbP sites.
As far as violating copyright goes, just don't excessively quote/copy text from the books and post it on your forum and you'll be okay. Nor post links to pirate content.

You can do a member search for the webmaster and try and appeal to them to create a PbP subforum. I'm sure both those that participate in PbPs on this site, and those that don't would appreciate having a separate space.
