Hello all. I was trying to make a Defender list that includes Outmaneuver and I had a quick question. If you are attacking a ship that has a 360 turrent and you are outside its primary firing arc, do you still get to reduce their agility since it is not a printed firing arc? Thanks for the help!

A turret is not a firing arc, so yes
A lot of people refer to turrets as having a 360 degree arc, but that's inaccurate shorthand. They have an arc, the turret just lets them fire outside of it. Anything referring to firing arc on a turreted ship refers to the printed arc on its ship tile.
As noted most ships with turrets only have a primary arc. Their weapons just have abilities that allow them to target outside of the firing arc.
While Turrets generally only have a single primary firing arc there are many other ships with multiple arcs including that "mobile arc" which can change direction on you.
As a sidenote Outmaneuver is a superb EPT because it gives you a little more realism. Firing from behind... One less green. I love this EPT.
