Please correct me if I'm wrong, but the rulebook suggests the following sequence of events:

1. Gain resouces

2. Build bases / outposts

3. Refit / expand fleets

So if I were to build a base at a planet that had repair yards, it would seem I'd get the repair yard points on the same turn? Right / wrong?

Yes.

Not the associated resource benefit. purely counted for the number of repair yards you have, for the +5 Refit bonus only.
