Yes.
It´s a mandatory effect so both players should make sure to adhere to it. Just like Rebel Captive

Yeah there's some debate on some corner cases regarding this card. If you search for HSCP you'll find them. The bottom line is we really don't have a good answer until the FAQ comes out and clarifies the card.

Just had a game this past weekend where I ran into the first time. My opponent kept forgetting to use it. I don't have HOTR yet so was not familiar with the details.

How does it interact with Hux'ies condition card? Fanatic devotion states you cannot spend focus for defence.

Fanatical Devotion blocks HSCP from working. Cannot > must, in this game.
