Yes, you assign "A Debt To Pay" to one ship. When your ship with "A Score To Settle" upgrade attacks the ship with "A Debt To Pay", you change an eye to a crit.

However, the condition card you just assigned, "A Debt To Pay", says:

"When you are attacking a ship with 'A Score To Settle' upgrade, you may change 1 eye to a hit."

So they get the same benefit.

You've got two EPTs on Omega Leader there. One of them needs to go.

Xizor surrounded by five Light Cartel Spacers would fly waaay better than five Z-95's. The M3-A and Starviper dials are the same except for the K-turns and S-loops. I don't think this squad is ready for prime time quite yet but if the Starviper gets some sort of buff, it would be worth looking into.
