Voluntarily leave a space?

So, we have the finale of The Bespin Gambit coming up and there are some rules regarding the movement of Agent Blaise during the mission, that I just wanted to make sure I understood.

As long as there is an adjacent hero, Blaise "cannot voluntarily" leave his space. I know that doesn't apply for pushing him, for instance, but what about the eImperial Officer that spawns with him? What if he Orders Blaise to move? My guess is that he still can't, since it just a regular move action using movement points...

Oh, and PS: the citizen tokens in Murne's Side Mission counting as figures, means that they block line of sight and that other figures can't end their movement in their space, right? I felt a little dirty last night, boxing a solitary Wing Guard in behind a wall of citizens, effectively winning me that mission...

Order / Executive Order gives movement points. Spending movement points is voluntary and cannot move the figure while Stunned or when otherwise forbidden to voluntarily to exit your space.

The tokens are specified to be neutral figures, so they are figures. A non-massive figure cannot end movement is the same space as another figure, whether it's neutral or otherwise.
