Im both a player and a gm and as a GM if I had a player spend all that xp on a concept such as that Id let them do it, they would have spent upwards of 1000xp on the concept, however id throw lots of social encounters at them, or exploration .... you get the idea. One thing ive learned is PCs buy it , let them use it, if they want to make an insane one punch killer, then let them use otherwise you are essentially denying them the ability to meaningfully use the xp that they spent. If you let then use only half that xp at a time , then they just wasted the other half. I would definitely coach them against making limited single minded characters though.

Yeah... I just hope that character doesn't get shot... or cut in half with a lightsaber... or crippled by Force powers... or hit with Scathing Tirade... or...
