the rules say that a crit requires a hit and that the damage exceeds soak (eote p. 205)

so what if a jedi uses parry against his attacker and negates the whole incoming damage to 0? but still, the attacker exceeded the soak of the jedi... the jedi would suffer a crit, while not losing a wound?

The Parry happens before Soak is applied. Check out the talent description, page 149.

So, if you reduce the damage to zero with Parry & Soak combined, a crit is not possible.
