From what I understand, its legal to fly rebel TIE pilots in regular Imperial TIE models. Is that correct? Their ship is just TIE Fighter and the dial that comes with Sabine's TIE is the same as the regular Imperial.

You can use a regular TIE Fighter model for the rebel TIE Fighter, yes. Just as you could interchange Rebel and Scum Z-95 and Y-wing models.

Just make sure you've got the correct ship tokens as well.
Side note: dial is also allowed - so you can use red dial in imperial squad
Could we get an "official" ruling on this matter? I ask only because this topic has been the subject of many a heated discussion in my league. Almost always leaning toward that notion that you must have, let's say, four Sabine Ties to field the four Rebel tie pilots. Thank you.

You're not always going to get an "official" ruling here, because FFG developers almost never comment on these threads and they're the only guys that can give you an "official" ruling on anything. Your best option would be to ask them directly via the rules question form

Due to the ship token requirement this is why you have zero reason to buy more than 2 rebel TIE expansion packs (provided you own at least 2 TIE fighter expansion packs or the original corset).
