I've seen it done with Slavers, which can be a bit easier to cover the table w/ their arcs. I also think there have been a couple U-Wing lists with the potential for mobile fortressing.
I don't really see it as a major problem, as, if they maintain the fortress, the other player has the advantage.
I believe MajorJuggler "fortressed" with his Triple Jumpmaster build for a turn or two, to determine where the opponent was going -- so there's some strategy to the setup, though not really for maintaining it.

I watched the final from above and at first was intrigued by the Gand Findsman build, then I watched what he did for the first several turns and my heart sank.
Fair play to Sable that he did all the work in trying to winkle him out of the corner but left himself in an inferior position.
if it was me I would have just said " listen Mate, if you are not coming out of that corner, let's just go to Final Salvo, as I have some grass outside I need to watch grow"

Fortress I got was the correct play in this particular match up. If the Scum player broke the fortress, his list would've been taken apart by Sable's bombs. Just like in actual warfare, you want to control the time of engagement to best favor your odds of winning.
