To perform the second attack with the turret while the phantom is docked, does the upgrade card need to be with the Ghost or Phantom?

Nothing on the Phantom is active until it is deployed - except it's title. That means the pilot ability, any EPT, turret weapon or crew on the Phantom cannot be used while it is still docked to the Ghost .
