When attacking, you may cancel all die results. If you cancel a kaboom result, deal 1 facedown Damage card to the defender.
Does this ability mean that the defender gets a face down damage card regardless of any shields he has?

Correct

When a card instructs you to " suffer 1 damage " or " suffer 1 critical damage ", shields take the damage first (if the ship still has any).
When a card instructs you to " deal 1 facedown Damage card " or " deal 1 faceup Damage card ", any shields are ignored and the ship receives the appropriate Damage card.
A ship is destroyed when it has a number of Damage cards equal to its hull value , even if it still has shields remaining.

Getting dealt cards directly means just that. Shields or not if you're getting cards they don't care about those pesky tokens which can prevent you from suffering damage. Damage leads to cards but generally has to remove shields first. Getting cards just skips the "damage" part of things.
On the plus side when Wampa uses his ability it means his attack will officially MISS because he will have no uncancelled booms or kabooms!
So if I understand correctly, the way to play Wampa is to use his ability any time you have a crit in your attack, except for any time the original attack would be better?
Does the dice canceling count as modifying dice for purposes of a locked on omega leader?
No.

Or any time the target has plenty of shields. Remember, taking shields down doesn't kill the target - applying Damage cards does.

As long as you define "the original attack would be better" as being the times you'll be dealing damage cards to the target anyway.
If your attack would just take out two shields that may be better than dealing a face down card to the target but it depends on the target's hull and shield rating. If you get to take out three shields I'd probably call that better unless the ship has a weak enough hull that I'd still be more likely to take it out ignoring the shield than I would be cutting through the shield first.

Canceling is not a kind of dice modification. This is also the reason why you can Palp a crit on Wampa and still use his ability, even though a Palp'd die can't be modified further.

That is also the reason that Omega Leader doesn't automatically deal damage if he has a lock on the ship defending against his attack.
Reviving this Wampa-thread I have an additional situation to point out:
When Wampa uses his ability is the target technically speaking not 'hit' is it?
As the rules state that a target is hit when after the compare dice results step there are no uncancelled hit and crit results.
As Wampa cancels all his results and via a special effect deals a damage card instead of damage the target should not be considered 'hit'. It should also not lose is Stealth Device and should not be able to use effects that trigger uppon being hit (looking at Quickdraw here).
Discuss.

The FAQ entry for Wampa states that his ability triggers at the beginning of the Compare Results step, before any determination if the target is hit or not. With his results gone, even though a damage was dealt, the attack is considered to have missed.

Quickdraw procs when she loses a shield, Wampa deals a card straight to hull so wouldn't trigger Quickdraws ability...
Yes, effects that trigger on being hit by an attack (e.g. Stealth Device) and effects that trigger on losing a shield (e.g. Quickdraw) both do nothing when Wampa attacks and uses his pilot ability.
