Once Shields to Maximum has been activated can I at any time raise the shield of a friendly ship (as long as the command has not been revealed)?

#1 Before each ships activation?

#2 On the other players turn, as long as the ship has not revealed it command?

#3 In between the other players attacks? (between bomber attacks for example)

#4 In between taking damage? 3 hits, I currently have 2 shields. Can I take two hits, then raise the shield before taking the third hit?

It is #1.

During the Ship Phase, once you've chosen a ship to activate but before you reveal its command dial, you get to add a shield to that ship.

Remember that for purposes of timing, when an effect says "before" it means immediately before (and it can only happen once), NOT any old time before. You can find that in the Rules Reference under "Effects Use and Timing".
