I think the problem caused by the u-boat nerf, is that it is now not possible to move first (be out of range to take a target lock after your move) and then shoot your torpedoes using deadeye when your opponent moves into range after you.
I'm not sure how your list resolves this? Unkar is only PS3 so will still have the problem of not being in range to take a target lock after his move. Yes, I guess its now possible for each u-boat to take a focus plus target lock of their own for max modification, but its the timing of taking the target locks that is the problem post deadeye, not the fact that torpedoes are no longer accurate enough.
I think PTL is not as good as Attani/ R4 for new uboats. I am bringing DMC back out of the closet and its doing well with that set up.
I have also been trying to get a Quad in there as well but thats a TON of investment in a 4 hull 2 agi ship that will get annihilated the turn it takes those TLs
