A good list?

I hardly get to play skirmish but I am trying to figure out something decent when I do get to play

I've been looking at Onar Koma in a army that is more passive trying to hang back until the enemy comes close. Not only do I no idea if that is how the meta of the game works but from what I've seen from my few games played it seems as though playing defensively is easier than initiating combat.

How does this list seem?

I'm worried about the tangerine part of your post. Most maps don't allow for this unless you're planning on losing. Onar hits hard, but really needs to be close to do it (he's almost a Melee figure with range similar to Shyla) Skirmish is not designed on hanging back or being passive, or you can do this sometimes turn 1 but that's just to set up your figures to grab objectives, or hit the opponents forces. Just sitting back will cause you to lose. We've just had the release of several long-ranged figures (eWeequay, All. Rangers added to HKs, and Stormtroopers were already mid-range figures) For Onar to work, he needs a meat-shield (eGam Gaurds) and then be able to jump out and hit the opponent where it hurts (slay Obiwan or serious damage to Luke or take Terro down) because Onar can really only take 2 big hits and he's dead, or 3 medium hits. I'm not sure he's worth protecting with your command cards either.

How about this, a more aggressive list that tries to secure objectives and get extra points off of black market and the two command cards celebration and price on their heads. The left over 2 points does seem a little awkward and I'm not sure if survivalist is a good card or black market

Is bodyguard a powerful card in a list with this many Gamorrean Guardians?

Survivalist in the current map rotation isn't a good idea as most of them are in inside bar parts of junkyard. Crumb is worth looking into as for a point he can do some harm or take a shot for you.

That also leaves you with only five activations, which can hurt you. You also don't really have many bodies to pursue objectives or sit on terminals (or in some cases to open the door and then die). What about dropping an eGammoran and survivalist and black market for Vinto and some regular weequays? You'd wan to add in Vinto's card, but otherwise those units use the same command cards.
