So I was wondering if you equip ghost with a shuttle does the shuttle get a attack a while it is still docked?

No.

The shuttle is entirely out of play with the sole exception of the title. None of its upgrades do anything.

Its ability to shoot whilst docked to the Ghost is represented by the ability to shoot from the special arc and the extra turret shot the Ghost can make at the end of the round.
