Is it possible for FFG to reinstate a card after they have banned it? I lnow that pyro's cache was banned, however I don't see the point anymore with the amount of local destro that greyjoy brought to the table. Ultimately I am asking could they bring it back? Would it undermine their "authority" if they did? Is there something more about this card that I am overlooking that makes it worth keeping on the banned list?

It wouldn't undermine their authority. Environments change. Banning and errata that made sense a year ago does not necessarily still make sense.

As for "something more," I think it's more about a philosophical change in the way draw effects are handled. I really don't think the original banning had anything to do with lack of location control. Instead, I think we need to look at pretty much every other draw effect in the LCG. You are required to win a challenge, play a particular card, have a particular character participating during a particular season, control more cards with a particular trait than any opponent, etc. Or, both you and your opponent draw cards at the same time.

Pyromancer's Cache, in contrast, is simple, consistent, reliable draw without any other play restriction. My guess is that FFG is making an intentional design choice for the LCG that draw should never be that simple. So I'd be surprised if they ever unbanned it - not because it isn't playable or even necessarily an unfair advantage for Lanni (which has the lowest threshold for draw effects anyway), but because it is counter to the direction they are taking such effects.
