If you look at the product page, the products have numbers. The Daqan ones are RWM03 and RWM05. The Waiqar ones are RWM08 and RWM10. If we assume that RWM04, RWM06, and RWM07 are all daqan (which they may or may not be exactly) then there is clearly room for each faction to get 3 more xpacs in the 'Wave 1'. To me that means we'll get the expected Infantry and 'colossus' packs, and I would guess the mounted version of the heroes or something along those lines for each faction around the same time.
This is of course mostly guessing on my part, but we saw a similar jump in number for armada when the flotillas were announced and then the Wave 4 ships filled those gaps and came out at the same time as flotillas, so I think my assumptions are at least somewhat reasonable.
