I have both starter decks and am thinking of what cards I could add to each to improve them. I haven't been able to buy many boosters so am considering buying singles. I'm quite new to the game so any suggestions are welcome.
Suggestions for cards to add to Rey and Kylo starters
Add a generic character to either deck and 10 other commons/uncommons and you're good to go. I liked Kylo with another Stormtrooper, more blasters, supports like Drudge Work and Local Garrison (first turn Garrison off of Drudge Work or Enrage is just too fun), etc. Rey is better if you remove one of her dice to make room for any of the non-unique heroes; I used Padawan for theme and synergy. I played with each of my decks for separate periods of time, so the second lightsaber and Mind Probe had to be borrowed from Kylo to give to Rey. It Binds All Things is almost universally good with blue characters.

So... just keep buying packs until you have 13 specific cards? That doesn't sound like a wise investment to me, especially when non-uniques can be had for the price of a pack or less.
If I removed the Stormtrooper from the Kylo deck, what might be a good substitute character(s) to go with him?

Rey starter: you can easily build one of this 2 decks (at least you can begin them):
1) Force shield: Qui-Con Jin and Rey, both of them elite. You will need a few blue upgrades, besides Jedi Robes (you need them and you have already one in the starter if I am correct). It is a deck you can build without any Legendary and losing only minor tweaks, at the beginning. It bind All Things (uncommon) helps the deck very much, 2 of them will be useful.
2) Younglings: Elite Rey with 2 Padawans. You will need essentially 2 Padawans, a second Rey Staff, a second Jedi Robes, a second Light saber (you have 2 if you have both starters), a second Close Combat (ditto). You can start playing the deck (as for the previous one) initially without Legendaries. It bind All Things (uncommon) may help the deck , 2 of them may be useful.
Kylo Starter: you can easily try to build 2 different decks here too (even 3 if you have the cards).
1) Add a second Trooper and a couple of cheap weapons. Add Personal Escort to protect Kylo with Guardian Troopers.
2) Sisters: as for the Younglings you will need a couple of non unique characters (Night Sisters) and a plethora of blue upgrade. It binds All Things/Holochron to easily play them.
3) Blue/Yellow Melee deck: add a Tusken Raider (you can keep the Trooper or replace it with Night Sister) and the yellow upgrade you have (ideally On the Hunt, Gaffi Stick, Flamethrower just to suggest a few).

Jango Fett is always fun! EJango and EKylo can bring the pain and also have a lot of surprises hiding in their deck.

Thanks, I have 1 Jango so I could look for another.
If you're going that route might as well add On the Hunt. Mixed damaged types, a solid special, and it only costs one resource. Easily replaceable to help pay for a better upgrade.

What 13 cards?
To the OP: how much are you looking to spend? That will give us a better idea of what to recommend. I still really like the idea of fleshing out Kylo with another Stormtrooper and then playing to the deck's strengths. Another Enrage or some Drudge Works to get an early Local Garrison out; DH-17s give you another die with two blanks to re-roll with Power of the Dark Side; you can steal the other Lightsaber and F-11 from your Rey deck; Promotions are another source of mixed damage types, and it helps you draw into more upgrades that you can replace it with. That's easily 10 cards right there, and might only cost you another $20 in total.

I guess I'd be prepared to pay maybe about £20/$25 on some singles to make a full deck.
I was hoping the price of singles would start to fall but having been keeping an eye on ebay, they seem to be going up!
