Is this a viable list? If not what would work with Vader and the Inquisitor? I am limited to what I have access to: https://qualitypunk2.wordpress.com/x-wing-ships-and-lists/

For fun, feel free to bring whatever you like. Competitively though, leave Vader at home if you don't have the Imperial Raider expansion. Without TIE/x1 he isn't worth it.

The Inquisitor needs PtL (from your A-wing expansion, if memory serves) like flowers need the sun. He wants to stay at Range 3 but ATC-less Vader and the TIE fighters want to get into Range 1 to do any worthwhile damage, making the Inquisitor's Swarm Tactics questionable at best anyway. That said, why do you want to increase the PS of your TIE fighters anyway? They can block while your more powerful pilots do the bulk of the damage.

Looking at your collection, I'd say your best bet is to try an Inquisitor + Mini TIE swarm. Bring Howlrunner, then fill the rest out with Academy Pilots.

The Inquisitor + Push the Limit + TIE/v1 - 29 pts

Howlrunner + Determination - 19 pts

Night Beast - 15 pts

Academy Pilot x 3 - 36 pts

Total 99 pts

Still not optimal, as the Inquisitor needs Autothrusters, but it's the best I can come up with using what you have.

Everything Despotic just said. I hate night beast though, so I would probably use back stabber instead and drop determination because if Howlrunner is getting shot at she's usually dead anyway (In my experience, she draws so much attention and for good reason. If you can get 2 rounds of her ability helping your other ships then you've done something right.)

If you plan on taking Vader to tourneys, you can get the pair on ebay for under $10, otherwise just proxy. Dont need to buy a raider just for a couple cards.

Usually not, as most other TIE Advanced pilots are nowhere near as good as Vader. Juno Eclipse, Zertik Strom and Cdr. Alozen are all OK with certain setups but they have their own problems. They also come with the Raider expansion, or as Wurms mentioned, eBay.
