End of round/Start of new round when time is called

Noob here. Can anyone shed some light on the rules? What constitutes the start of a new round when time has been called in a tournament? I was under the impression that the new round does not begin until a single dial has been placed face down.

Next round should begin when the planning phase starts, right after end-of-combat of the previous round.

It's a hard question to answer.

While the planning phase where dials are set and put down can be seen as the start of a new round I wouldn't say a new round "really" begins until dial reveal begins. Some will want to say a new round starts the very second someone sets a dial down even if it is later picked up and changed; I just hope enough time was allowed for a proper "end phase" before someone gets that far.

I tend to view the end phase and planning phase as being in between true rounds. If time is called before dials start getting revealed then the game should be ended then.

As far as the actual rules are concerned, however, each round does indeed begin with the Planning Phase. If players have begun playing with and setting dials they have moved into the Planning Phase, thus starting a new round which should be played out.

If your game has, or is about to to end in a situation where timing could be murky (ie. time could be called in either one round's End Phase or the next one's Planning Phase) you should call over your TO and have him/her make the call.

Little bit more explanation.

If a dial has been placed down on the table; you're into the next round. If time is called, as along as one of the dials is placed, then the game should continue to the end of that round.

This is how TOs at tournaments I've been to have handled it.

If you're in the End phase and time is called, it's game over.

If you or your opponent has a dial in their hand, but haven't placed one on the table yet, then it's game over.

If you or your opponent has placed a dial on the table, you've begun the final round and need to play it out. It's game on!

That's the way I play it.
