How about just adding Heroic? Lets him move and attack, plus force choke or brutality if he is able. Gets to attack one guy twice if he wants and it actually combos nicely with his command card.

I haven't played IG-88 in a campaign yet, so I can't say if he's broken or not.
However, in Iggy's specific case, "upgrades" make thematic sense, at least. For other characters, it would be a little sillier- though I guess upgrades could represent expanded gear or training.
I do like the idea of skirmish upgrade cards, but they don't translate into the campaign sadly.
Moreover, if they did get inserted into the campaign, are those missions that feature these characters still balanced?
In the campaign, I think Vader is fine.
It's only playing skirmish that people take issue with as far as I know, so a new skirmish version of Vader could work IMO, but that might mean a new mini/villain expansion of course translating into $$$. They could just give out a new skirmish deployment card too and maybe put that into a Death Star small box or something.
There are so many other cards that need adjusting like Fenn and Saska, never mind Han and Chewie. Basically, the rebels from the core box and Twin Shadows need some serious overhauls. Trying to fix that is a serious challenge. Skirmish upgrades add to those already over costed characters and coming out with 0 cost character specific skirmish upgrades is a challenge to present to consumers.
Ideally, from a consumer perspective, they'd provide a skirmish upgrade or new skirmish deployment card expansion for over costed characters (mainly from core and twin shadows)
From a business perspective, I truly fear that IG-88 has set the bar. It'll force you to buy a villain/ally expansion pack that you might otherwise not want just for the "fix" card.
If that's the way they'll continue to present the corrections, I'll probably opt to just print and play as I don't play competitively and don't need or want Jawas or Heras or dark R2 and 3PO. Especially not to get IG-88s upgrade as I consider him such a non-character. I didn't even buy his expansion!
I'm starting to ramble now. I think my Imperial Assault purchases will come to a halt soon, which is a sad day, but that just means I'll be making up my own missions and truly enjoying what I have.

I didn't get any of Wave 7 because I don't feel they contribute to the experience of IA and same will be true for Hera in Wave 9. I printed some of the cards out from Wave 7 that I want to include in my campaigns, and that may have to be more the norm going forward. I feel as though

I don't know. Remember, Waves 3 and 4 were also "skirmish" waves, and they're (mostly) looked on favorably.
The cool thing about them is that they can go into the campaign if you want them, but you're not going to have token-sized holes in your game if you miss them.
I think, in the long run, it's not if they do these waves, but what is in them. Maybe Hera, the droids, and Jawas aren't your cup of tea- who's to say how well they'll do, though?
What if the wave was instead of Death Troopers, 4-LOM and Zuckuss, and Chirrut Imwe? Would that make people more or less likely to pick them up?

IMO, anything that's from the OT will sell better than anything else. Within the same hypothetical wave, 4-LOM and/or Zuckuss will outperform Death Troopers and/or Chirrut Imwe. I'd purchase Ellors Madak as a specialist Saboteur or Momaw Nadon to make Murne Rin not the only Ithorian over most non-film characters. But don't get me wrong, there's plenty of EU stuff I would buy, I just haven't seen it yet.
I'd like to think the sales numbers of Obi-Wan and Greedo slightly outperformed the Inquisitor.
Will the Jawa outperform the Droids and Hera? I will be getting Jawas because they're iconic. I'll be getting the droids because I like the idea of having the Imperial counter of R2 and 3P0. I will be passing on Hera unless I find her on sale for less than $7.
Of course this is all hypothetical since we don't get sales numbers. But depending on what gets released in the future, we may able to deduce how the sales of such items went.

Also, Jawas might perform better because you can have two deployment groups of them, and the pack only counts as one- so many people will probably buy duplicates.
Anyway, back on topic...
I would guess that over time, IA might move into the same direction that Descent has with Heroes and Monster packs that are larger chances at getting figures. It's wishful thinking, but themed Hero and Villain packs could be a great way to reset some cards. Maybe a Scum pack that has a revised Boba Fett card and some new characters.
Moving towards adding revised cards to future product should be fine as long as the product is something that owners of the revised character are likely to buy anyway. If they put IG-88's card in with Hera, that would be a mis-match.
I'm curious, have there been any recent polls on what people own? For instance, basically a checklist of each Expansion and blister, where people would check if they own at least one copy of each thing?

That would be great to know. I'm sure it would look like the OT specific material is the most successful, probably followed by the best Skirmish units. I would also think that Wave 1 would score high, as people (like myself) probably went overboard with collecting.
I like the idea and I'd be interested in the results, but the problem would be finding a way to actually poll the player base. I suspect that any poll done on a forum like this one would end up with a lot more "everything" responses, as the people who take the time to visit the FFG forums are probably also more likely to be hardcore into the game. Who knows, though? It could still be interesting to see.

Definitely a change, that's for sure! Vastly better.
He's essentially got 3.5 actions per turn now - 2 actions, a 1/2 speed move, then a force choke. Nasty!
Really like it. The reroll on atrack with red die is great...and the +1 damage!
Even the extra attack with reroll and choosing RY for black die and RR for white die is strong. And you can foorce chocke twice! 4damage 2 strain focused in a target in LoS...
All for 13 points. I like.

Nope - it's not an attack. Modifiers like +1 damage, +1 surge, and surge abilities only apply to attacks.

Sometime ago i saw a forum in wich a guy made a list of "fixes" for uniques. I think finally the official "fix" for vader follow the same way that the one in that forum... i can't remember where is , can anybody help me?

In the Skirmish subforum, probably a page or 2 back in the archives is a thread called something to the effect of "Skirmish Fixes for Overpriced Uniques."
Played a Test skirmish game with the fixed card last night. added an elite officer to my squad for the minus 5. vader just keeps moving. that end of round attack or force choke kept catching the opponent off guard. definitely want to play more with him

One of the potential problem I see with the new fix is stun - the fix still gives him force choke but he can't move or attack, did that came up in your game?
I got a feeling we might see focused eSabs again

I feel like the fix does a very good job of mitigating this. If you stun him before he activates he can recover and move and attack at the end of the round. If you stun him after he activates he already had an opportunity to do so. It takes a lot of resources to do both and even if you do he force chokes twice.
