One more question: According to the default setting of the core rules, who is the current Emperor? The history lesson in the core rulebook ends with a reference to Kitsuke Iweko. Is she the Emperor (or Empress) as the game begins?

If you are using the 4th edition book, it is "timeline agnostic" meaning you can pick whatever point in the established AEG timeline to play your game. The last Emperor of the AEG timeline is Iweko II, ascending the throne in 1200.

I would recommend though, especially if you are a new player, to set your game around 1115 in the "Pre-Coup Era". This is the classic 1st ed era with no major metaplot to worry that much about plus it is the era that FFG are resetting the game world back to (with their own tweaks) so any new stuff will look vaguely familiar. It is the time of Hantei the 38th, so it is a long Imperial line if that is important to you in helping with the setting. The Empire is fairly stable at this time, there is plenty of conflicts but no outright world breaking wars and getting hands on source material is fairly easy. I will say my only major criticism of 4th ed (I have been playing since 1st was released for context) is that for being timeline agnostic, it is difficult to establish a "slice in time" for new players, to work out what plot and rules are relevant for a particular time period.

Good luck, welcome to Rokugan, it is a super fun game world and I would reiterate what others have said, try to get a hold on the basics first as there is a ton of material and it can be quite intimidating for a new player.
