I wouldn't use brawl, I would say athletics since the beginner game book describes its other uses as strength and power. probably opposed by either athletics (strength vs. strength) or coordination (since it's used to escape restraints once their on). Maybe a setback or two if they haven't suffered any adverse effect, like disorient or knockdown.
You should be able to do it with Brawl. However, unless the opponent is helpless, it should be rather difficult (maybe three Advantages or a Triumph per limb ) to do. Yeah, that means it is easier to quickly cuff them to you (assuming that you already have the other cuff on one wrist, otherwise that might be a follow-up Maneuver), but cuffing two of their limbs together is harder. Most cuffing should be done after they have stopped resisting (exceed a Threshold or they surrender).
I agree it should be very difficult if you are doing this alone and the person is still fighting you (from experience). You need to first Brawl to make the person completely helpless. Having someone Assist would add great benefit (it's much easier for 2 to get a person cuffed). Finally, 4-limbed beings should be great at cuffing, while extremely difficult to be cuffed!

And god help you if the person is trained in something like Aikido which happens to teach counters to.arresting.techniques.
Why would you fight anyone into handcuffs in a world with stun weapons?
Handcuffs and grappling... kinky.... I hoped they're fur lined to avoid chafing

I was gonna say. I'm a bit more interested in handcuffs outside of combat. If you know what I mean ...
But, in an attempt to actually contribute to the thread, I would treat the handcuffs as an improvised weapon. It would deal no damage, and probably have the Inferior quality, as normal for improvised weapons, but also the Ensnare quality, with probably a 2 or 3 rating. That's how I would handle it if it came up without warning and I had to make a snap ruling, but some of the other suggestions here are pretty good, too .

One of my bounty hunter PCs once used handcuffs as a weapon in a streetfight
she was rushing to a rendez-vous point on a pirate asteroid, cut off from the rest of the party and was ambushed by two thugs looking to take her out quickly and silently. at the very beginning of the encounter the PC was grabbed from the back and deprived of her precious rifle, but managed to free herself on a succesful coordination check. she had handcuffs with her and asked if she could use them as knuckles to hit one of the thugs - I've authorized it. the PC was rolling like hell so she quickly put one of the thugs on the ground. she was then wrestling with the second thug and used the handcuffs again to "cuff his left arm to his right foot behind his back breacking a few bones in the process"... this one ended up with a triumph.
