it states if healing someone with control 2 it states target character takes conflict or if resurrecting someone with mastery user and target takes 7 conflict... what if the character is not a force user.

in the character generator the area for conflict (morality) is only open if you are a force user... am I correct in that?

Morality generally doesn't matter to and isn't tracked for anyone who isn't force-sensitive, so in those cases the conflict is ignored.

The Morality is also ignored if they are NPC's

But you can use the option to ignore the force rating requirement.
