Not a hard counter to the Emperor , but a useful counter that is flyable in all situations.
No idea how to cost it.
Are we going to end up with an absurd number of threads on this topic now? just because Nand said he wanted to make one.
Oh, and your idea is far too random by the way, you could end up giving your opponent a better result.

A Jedi uses the Force for knowledge and defense, never for attack ...
I find all copies of Luke's pilot ability or variations there of to be appropriate for Jedi yet so unimaginative, especially those that restrict Yoda to one ship while Emperor Palpatine covers the whole area.

Rebel Only
Any friendly ships at R1-3 must reroll any Focus results.
"No. Try Not. Do, or do not, there is no try."
This seems so backward, sabotaging your results by randomly changing them to blanks, it should be blanks rerolled not focus results.

CONCENTRAAAAAAATE....
This is one of the more useful suggestions I've read. Although I wouldn't restrict it to once per round, but instead say all ships range 1-3, to be different from Palpatine.

So a unique rebel X-Wing pilot is removed from the playing area for Jedi training on Dagobah. Alternately, R2-D2 disappears with Yoda on a spiritual journey.
I seriously don't think he'll show up unless they do the Clone Wars era.
If you only knew the power of your gibberish.
Yoda should add an additional eye and Obi-Wan should remove stress to any ship in range 1-3.

That would have to have a really high price point of be insanely OP.
Sorry not all ships . Any one ship at range 1-3
An all ship at range 1-3 would have to be something like we roll of one dice but that would still be too powerful
Never tell me the odds
For free it could be discarded instead taking damage from an obstacle.
For one point it could remove the obstacle too before being discarded.

That's not going to end well for Yoda.
My take on Yoda would be fairly simple: "All friendly ships count as being within range 1 of you."
I think Yoda's influence should be very indirect.

This would be a fantastic card. Totally useless on its own, but makes the usual rebel synergy lists relying on close proximity flying and actions to give other people stuff, work so much better.
I'd be inclined to
Master Yoda
2 points, crew
All friendly ships count as being within range 1 of you.
Gain a crew slot, in which you cannot equip upgrades costing more than 1 point.
(Yoda's only a little dude so he only takes up half a crew slot...)

What combo are you trying to avoid with that 1 point restriction?
