Heff Tobber and overlapping ship

I played a game where I had an Aggressor s-looping over Heff Tobber. So the template crosses the u-wing base but the final ship position is clear.

It was under the impression that this did not count as an maneuver causing overlap with the ship and therefor would not trigger Heff Tobbers ability. In other words I would have to bump him to trigger his ability.

The claim was that since the maneuver template crossed the u-wing base that was consider an overlap and would trigger Heff Tobbers ability.

This left me confused as ships vs ship ignore maneuver templates when resolving overlap as opposed to obstacles and mines. I haven't found a rule that puts this to rest.

What is the correct interpretation of the overlap with ship? Should Heff trigger or not in this case?

You only count as overlapping something if the base of your ship is sitting on it (or would be sitting on it) after you perform your movement. The reason you get dinged by obstacles is they specify that they hit you on the template overlapping.

Heff will only trigger if your actual ship base overlaps, leading to the two ships touching.

Your "impression" was correct and Heff Tobber should not have triggered. Here's the relevant rule:

OVERLAPPING SHIPS (p15)
A ship overlaps another ship when executing a maneuver if its base overlaps the other ship’s base.

Note there's no mention of the manoeuvre template , just the base. Compare this to the rule for Obstacles:

OBSTACLES (p14)
Obstacles acts as hazards that can disrupt and damage ships. When a ship executes a maneuver, if its base or maneuver template overlaps an obstacle token, it executes its maneuver as normal but suffers an effect based on the type of obstacle.

The only thing that matters is the final position of your ship. If that final position doesn't allow you to place you ship flat on the board because the other ship's base is under yours, then it is as an overlap.
