Navigator Power: Tides of time and space

Was reading the navigator part of the Rogue Trader book. the power Tides of time and space seems to miss some more details. Do it cost a standard action each round to activate this power? Do it last untill the Navigator fail his perception check? If the Navigator already is in combat, and activate this power, do you then use his new and higher initiativ the next round?

As written, it costs a standard action to use. It does limit its usefulness, especially due to the fatigue cost, and makes less sense considering the penalty for a simple failure is you can only make a half action. If it therefore costs a standard to use, then losing a half would give you only your reaction. Harsh.

It lasts one round as you have to make a perception test each round you wish to use it.

It does seem, however, that you use this power at the beginning of a round, changing your initative for that round, get an extra half action (or full, for master) on your turn and then become fatigued at the end of that round.

except that it costs a standard action to activate, basically only giving you (as written), a half action at higher initiative with fatigue for 1 round (except on master, which gives you a full action fatigued at higher init)

Yeah, I agree with that for RAW. Which is why I think rules as intended probably are for it to be a free action, or reaction at worst.
