I've not got the rules sheet from the Ghost expansion available so I'm hoping you can help me.

If I give the Phantom a crew upgrade with a passive effect (say Intelligence agent or Inspiring recruit) and have it docked- can I still use the crew upgarde effect or is it "shut down" untill I undock it?

It's not in play until it's undocked - the only thing on the Phantom that does anything until it's undocked is the title itself.
