is shadow walker a viable watchman subclass without shadow step and the other 3 XP ability (the name escapes me) and if so would O&R (okaluk and rakash) work with it?

I don't see why not. The shadow walker has a number of good 1 and 2 XP skills. The watchman should be a fun combination. I haven't used Okaluk and Rakash myself, but go for it!
