I am considering using Gallant Haven for the first time ever in a fleet, and I wanted clarification about whether its ability prevents damage from counter as well as normal attacks? Or is Counter not considered a normal attack and therefore ineligible for Haven's protection? Thanks!

Counter IS considered an attack therefore you can use the ability of Gallent Haven as long as you're in range 1 of course.
