If all parties agree, can resources be allocated other than evenly? For instance, 2 players on the imperial team play through the first round, suffering 1 win 1 loss. The 1st player had enough repair points to fix any damages without touching the resource points while the second player needed all his points to repair an ISD from scarred. Could player 1 give his points to player 2? They allow the admiral to choose who would get the remainder of an uneven dispersion, so I thought that may be legal too.

There's nothing stopping you from deciding that, in the group ... But there's also no rule - or even part of a rule - that allows you to trade anything in between fleets... Not Upgrades, Not Ships, Not Resources.
So accepted as house rules maybe but not necessarily a legal move.
Actually, the rules state the resources must be divided as evenly as possible between the fleets.
"Then each team divides this total resource income as evenly as possible between its players. If there is an odd number of resources, the Grand Admiral decided which player (or players) should receive the additional resource points."
Edit: Unless you were asking whether or not that rule should be taken literal. In which case my opinion is yes.

Currently I have a Konstantine fleet which can tank pretty much anything, and the enemy are really struggling to inflict real damage on the fleet. Would be even greater if I started hyperspacing retreat. As a result I have quite a bit of resource in the bank. However, I cannot pass this to my partners who are finding things tougher, especially as they are taking on the assaults. If I could keep bankrolling an assault fleet things would be quite lopsided.

Also, while Dras pointed out there's no specific rule against trading, I feel like logically it's implied it's not allowed, and I say that because of the Fleet Scrap mechanic. If you could swap upgrades, for instance, you might just trade all your upgrades to a friendly, uniques, and even an Arq or two, before scrapping your fleet. The system would be easily gamed. RAI of course.

But People Have Already Told Me That Does Not Mean It Is Specifically Disallowed To Trade With Other People. Only That It Is Allowed In Your Fleet.

Having NO Rule does not mean you can make up your own. It also violates the spirit of dividing up uniques / building new fleets to make corrections.

Here's an example of why the rule is what it is:
I'm on the Imp team. I'm running Vader and is our primary assaulter, meaning I get Demo and build for 1st player.
The first round I do Show of Force to secure vital resources. I get the full 120 resources, but Rieekan hurts me good in the process. I also have to build a base (15 pts), further limiting my ability to grow. So to be able to afford vital upgrades for Demo and my ISD, I have to leave my Command Kitten and some squads scarred.
If we could freely distribute points, my team would just dump the points to me, allowing me to build up to 500 pts on the 2nd round. The Rebs, who didn't have that strong a 1st round, would not be able to do this, lacking the resources.
On the 2nd round, I assault a rebel base (their best location). It's another bloody fight for me - I BARELY win, and with great losses. Had I been able to go in with a full, fresh 500 pt fleet it would have been no challenge at all. Instead I lose the Kitten permanently and have to unscar a lot of other stuff AND build another base.
Going into round 3 I'm still strong, but not as strong as my team mates. Were we able to transfer resources, I would be back at 500 again.
House ruling to allow sharing of points would break the campaign. E.g. you give maximum points to one player so can potentially field an unscarred 500pt fleet on round 2! Its also there to make sure all players have a fair share of resources.

Totally agree with this, there would be no exitement, if you get extra resource points from your team mates.
Having to make hard choices on which units that has priority to be unscarred, is also an important part of the gameplay in the CC campaign.
