It sounds like some of the OP's complaints are a result of the Travel Time vs Play Time aspect of his "local" league. Even if you play an awesome, satisfying game, that's still 2 Hours spent gaming and 4 Hours Round-Trip spent traveling. In any situation where you're travel time is, AT BEST, twice your table time puts a lot of pressure on that game to be fun.
And you can't guarantee any given game is going to be terribly engaging, especially since it's so darn thematic in Star Wars for an underdog defender to try and escape a superior aggressor (e.g. Scarif, Hoth, Endor). Especially since CC explicitly allows for lopsided battles, where a scar-ridden 350pt fleet might have to face-off against an immaculate 500pt fleet.
Expecting the Underdog to always have to rush into a superior foe's trap is going to be just as little fun as avoiding and retreating from combat (at least for that underdog player). If you force a heavily out-gunned player to stay and fight, he'll be miserable watching his fleet obliterated before his eyes. In fact, with CC giving one player incentive to run and one player incentive to chase, it's almost as if it adds secondary goals to a game that would otherwise be a 6-5 avoidance in a tournament or a sheer lopsided blowout in a casual game, and I'm not convinced any of those are more fun because one player has to stick around for two more turns.
Besides, the game allows for solutions to this. Don't want a Rebel opponent running? Stick 'em against a fleet with an Interdictor and try to catch some of them. If that's not an option, the dominant player who anticipates a retreat can be aggressive in pursuing his opponent's most valuable ships. 4 Rounds is a still a long time to have to keep a ship safe, though it might require the dominant player to be faster and more aggressive than they typically would be.
Frankly, OP's issues with Hyperspace Retreat seem like they go deeper than the CC Setting and Rules. Traveling that far for that little big of game time is probably a bad dynamic, even when that game IS really, really fun.
