Let's say I have a fleet worth exactly 500 points. Can I unequip an upgrade like a Turbolaser Reroute Circuits to spend 7 more points elsewhere?
Basically: do unequiped upgrades still count against my fleets total cost?

I believe the answer is yes they do. It says in the booklet (don't have specific cite right here) that they still count as part of the fleet, just unequipped for the battle.
You can also shuffle them around from ship to ship.
I don't think there are any mechanisms in CC to specifically drop things from the list aside from having it on a ship that dies while scarred.
There are some ships in my local campaign that have been scarred for several rounds because people know their opponent is trying to get rid of it.

Ok but if an upgrade isn't on the table it doesn't count as part of the list why would its cost?
Because one could argue that your upgrade is still part of your Fleet Sheet (your roster), and your fleet sheet is what you put on the table...

edit: In all seriousness, I think this is the one part of the CC that could really do with a bit of tightening up rules-wise. This kind of play is just silly. There must be a better way...

Do the rules say what happens to a squad if you fly it off the map? I thought it only applied to ships.

Sure does
PAGE 5, RRG, "DESTROYED SHIPS AND SQUADRONS"
Additionally, a ship or squadron is destroyed if a portion of its base is outside the play area.

It would be better to allow players to disband units and cards. As a house rule.

I have not seen where it specifically says that they still count, so would say this need a specific cite or does not count as formal.
Are they recorded on your Fleet Sheet?
If they are recorded on your Fleet Sheet, then they are part of your Fleet, and thus, cost.

So then can I use the spies to swap out upgrades since they're still counting against my fleet? There's not really a place to mark extra items I've paid for but not using.

When do I decide what is active and what isn't? Before deploying mey fleet? Then when I redeploy my fleet can I make changes?

is the only time you can modify your fleet list.

the book as to also allow you to move your upgrades around (as that is outside of "Refit" and "Expand", apparently...
But that's the only time you have to do it.
Like most flowcharts, once you're out of that Phase, and you're into the Strategy or Battle Phase... You can't be doing those things.

My sheet doesn't actually have a place for unequiped upgrades, because those are separated from the ship they're equipped to. In the rules on page 11 it says that these are set aside, and then I update my roster. Since they'd then no longer be listed on the roster (because they've been set aside, and removed from their ships) would this then mean they don't count?
To me, that seems like they stop existing. I mean, how can you prove you still have them if they're not on your Fleet Sheet somewhere ?
I'll make a thread about upgrade storage after I convince my playgroup to let me field 9 Reiken missiles.
Since the official roster page found in the box doesn't include anywhere mark unequipped upgrades, and since they are "set aside" per the rules, my interpretation is that they don't count toward fleet totals. A player in my campaign has reached 500 points and is threatening to hoard all the uniques from his team.
I'm gunna say they do count towards your fleet total. Sure, you can take it off, but you still have the points invested in it. Like Dras said, how can you prove you still have the upgrade if you don't record it anywhere? And what's to stop someone from doing gamey meta ****?
