CC: All-Out Offensive 'Friendly' Keyword Clarification

In the rules for All-Out Offensive it says "Ships and squadrons from a player's fleet count ships and squadrons from other players' fleets on the same team as friendly, with one exception: a commander's 'friendly' effect can only be resolved by ships and squadrons of that player's fleet."

With this writing I would interpret an upgrade such as "Shields to Maximum" to allow every ship on the Rebel side to regen a shield, regardless of player ownership.

Is this correct? If not, can we get a clarification on what can and can't be used between different player controlled friendly ships?

Your fleet may use any friendly effect, except that of one of the 2-3 commanders/admirals of all the fleets. An Imperial fleet would all benefit from Shields to Max, but only the fleet Motti is attached to would gain his benefit of extra hull.

As it's writen, Shields to Maximum (and any other Fleet Command upgrade) can affect the ships from your teammates fleets as the only exception the rulebook from CC makes is for Commanders

What do people think about whether these upgrades would stack?

Change speed by two, three?

Bring back up to 3 shields?

Move B+Wings speed 5?

I can't parse whether or not this would be allowed, as is written, or if the card text is a 'only do this once, regardless if multiple ships activate it' kind of thing.

Because They Are Unique, there is only ever 1 of each of them on the Rebel Side

Application of the Fleet Command upgrades across all friendlies in a game opens up the potential to coordinate fleets for the All Out Offensive to include all three upgrades.

If you pulled it off, without sacrificing strength of the overall fleets to include 3 Peltas, it would be a great advantage to the Rebs.

No, as a Gracious Grand Admiral, I let my Subordinates have first pick... I am the most used to playing Rebels of the 3 (One is a newer player, one is predomanently an Empire player until now).... So I let them take what was going to help them and make them comfortable, and I'd pick up the pieces....

The only thing stopping me from taking ALL OF THE B-WINGS anyway, was I just spent a few hours paitning my Rose and Thorns theme on 2 Rebel II packs... So I feel like I should use them...

That's why a Pelta is so useful. it can boost every ship in the Grand Fleet :)
