Entrapment Formation token use

This was brought up on NOVA fleet and we never really resolved it outside of saying "it needs an FAQ."

I'll just quote some of the original discussion:

"If you put Engine Techs and Entrapment Formation on a Pelta class ship, does the spending of a token for the Entrapment then allow you to Engine Tech."

"More of a question if the token is spend before the ship is active, does the effect of that token (for Entrapment Formation in this case) carry over to the activation of the ship. I would say no, but as Peter points out, there is no rule on the effect of tokens spent outside the activation of a ship."

I don't see why it needs an FAQ.

Engine Techs states after resolving a Nav Dial/Token you may exhaust the card to generate an additional speed 1 maneuver. (during the ships activation)

Entrapment formation is not resolving a Nav Dial/Token, it's a completely different use of a Nav token. (before any ship activates.)

You're not resolving a matching command with EF, therefore, no ET trigger.
