Burn Effect Precedence; Discard vs. Kill

If there are two burn effects active say Threat from the North's discard effect and Flame-Kissed's kill effect, is the character killed or discarded?

Does the effect that went into play first take precendence?

The First Player will decide wether the character is killed or discarded from play.

But don't take our word for it:

If a character is killed, discarded, and/or
returned to a player's hand or deck at exactly

Who is technically the first player?

The player going first when the effect goes off itself?

First player is the one decided as first by the person who won initiative that turn.

As dormouse said, the First Player is the one chosen by whomever won initiative in the plot phase to be First Player for the round. That person is always the First Player. The person whose turn it is to spend gold during Marshaling or to initiate challenges during the Challenge phase is called the "Active Player." "Active Player" changes during the round; First Player doesn't.
